Cesar Paredes is the manager of Occupational Health and Safety (OHS) at Morguard, where he leads the development and execution of national safety programs across multiple asset classes. Susanne Poltrok is assistant vice president of national programs at Morguard. Since joining Morguard in 1996, she has held several positions in the environmental affairs department, health, and safety, as well as risk management and claims. Prior to joining the firm, she worked for several levels of government, including the Ontario Ministry of Natural Resources, Ontario Ministry of the Environment, and the Toronto Regional Conservation Authorities.
Poltrok is a graduate of the Environmental Studies program from York University and holds a Canadian Risk Manager designation from the University of Toronto. She is working toward completing her Chartered Insurance Professional designation.

Beverley G. Flynn is senior vice president and general counsel at Morguard. She joined the firm in July 2003 and has taken on roles of increasing responsibility and scope throughout her tenure. Her current responsibilities include corporate legal, risk and insurance, ESG, environmental affairs, health and safety, and national programs.
Flynn has over 20 years of experience in business and legal matters relating to public markets, real estate, finance, operations, risk, insurance, sustainability/ESG, corporate and securities law. She is a member of the Law Society of Ontario and a graduate of Osgoode Hall Law School and Memorial University of Newfoundland.

Kristen Rodrigue serves as communications and strategic partnerships director for the City of Kamloops, overseeing corporate communications, community engagement, and external relations, including intergovernmental and Indigenous relationships.
She has been with the City for nine years and was appointed director in 2026. In this role, she supports Council and senior leadership on major civic initiatives, high-profile projects, and complex public issues, with a focus on clear, accessible communication and strengthening government–community relationships. She maintains that work is only one part of life and that returning home safely each day to what matters most is essential.

David Hallinan is corporate services director and chief financial officer. He joined the corporation in 2016 as financial planning and procurement manager and was promoted to the corporate services role in April 2023.
Prior to joining the City, he was director of corporate services and facilities for the British Columbia Lottery Corporation, and has assumed progressive leadership responsibilities during his 13-year tenure with the organization. Before joining BCLC, Hallinan spent over 15 years in the forest industry, progressing from an entry-level accounting position to leadership roles where his views on the value of a safety-focused culture were created and built upon.

Jennifer Howatt (she/her) is a senior HR executive with 24 years of experience in HR management, including 23 years of dedicated service to the City of Kamloops. Appointed director of employee services in 2025, she leads a department of 28 professionals across HR, safety, and payroll, ensuring the effective delivery of comprehensive internal people services.
Howatt holds a Bachelor of Business Administration with a specialization in HR from Thompson Rivers University and maintains her Chartered Professional in Human Resources (CPHR) designation. She is committed to fostering organizational well-being and advancing a strong, proactive safety culture that supports every employee’s health and safe return home each day.

Jennifer Howatt
Carmin Mazzotta is director of community and culture for the City of Kamloops. In this role, he leads the City’s recreation, arts and culture, events, and social and community development teams. Under his leadership, the recreation team has operationalized new community facilities including a mini rink, a senior’s centre, and an outdoor skating loop.
Mazzotta’s events team oversees the Tournament Capital Program, which generated a $17 million economic impact in 2025 and oversaw the addition of a successful new Christmas market. He also plays a key role in securing and integrating provincial investments in social housing and related services.

Ken Uzeloc is the City of Kamloops’ protective services director and fire chief, bringing more than 30 years of experience in emergency response, municipal enforcement, and executive leadership. He joined the City in 2022 and was appointed director in October 2023, overseeing approximately 400 employees.
Uzeloc contributes nationally through his work with several fire service associations and the Board of Directors for the Canadian Association of Fire Chiefs. He is guided by the principle, “Safety is at the root of everything we do… Without a culture of safety, everything that matters is at risk.”
